Educators need to be familiar with this study as we partner with lawmakers to create funding solutions to pay for the extra education costs identified in this report. The report calls for a base per-pupil cost of $9,590. While spending formulas are complex and vary by district, it would be an increase over the $7,600 and $8,300 in annual state per-pupil funding that most schools will receive in 2018. Dr. Randy Liepa is currently the Superintendent of Wayne RESA. He was most recently the Superintendent of Livonia Public Schools. He is well respected in the education community and brings 29 years of experience in public education to Wayne RESA. Dr. Liepa has been involved in a number of professional state and community organizations including serving on the Board for the Metropolitan Bureau of Detroit, Michigan School Administrators Council, Wayne County School Superintendents Legislative Chair, Board of Directors for the Galileo Teacher Leader Consortium, Legislative Representative for the Michigan Superintendents Association and Vice-Chair of the Tri-County Alliance of Public Education. In 2014, he was honored as the Region 9 Superintendent of the Year in Michigan as well as the Administrator of the Year for the Michigan PTSA. He has been interviewed as an expert on Michigan education through radio, TV and print media. In his local community of Livonia, he has served on the Executive Board of St. Mary Mercy Hospital as well as Past Chair of the Livonia Chamber of Commerce and the Board of Directors for the Livonia Family YMCA.
Dr. Liepa holds a Ph.D. in Educational Leadership from Michigan State University, an Educational Specialist and Master's Degree in Educational Leadership from Wayne State University, and a Bachelor of Arts Degree from Hillsdale College.
